Huh, I don’t think I’ve ever seen a controller with more than 15 ports anyway. Usually looking through the device manager (or lspci) there are multiple USB controllers on a motherboard (mine has 4 for example) so theoretically you could do 60 ports. Also what can do you about chaining to hubs? Since technically the spec lets you chain up to 127 devices.
But the bigger question is, what in the world are you doing that’s requiring 15 ports.

Quite a few routers (thinking the Pro-sumer Uniquiti UXG models) don’t even have radios and aren’t wireless so there’s no radio they can withhold certification on. What? No, you can do a tiny reverse proxy/vpn on a stick with something like a RPi. Configure it and give it to them. Then they point their Jellyfin client on their device to the IP of the RPi instance on their network and that creates the tunnel back to your VPN endpoint and server.
And for VPNs at a router level you can inject routes and leave th default route going out through your ISP, you don’t need to, nor want to, have all traffic going through it.
