I would say that I find it unlikely that this administration would go out of their way to do the paperwork for possibly legal targets when they’ve been so ruthlessly attacking non-legit targets, but the stakes are also higher with the monetary value of the oil.

According to the NY Times the tanker in question is flying under a flag where it is not registered, and is linked to smuggling Iranian oil.
